Yes.
This is not documented very clearly.
I'll take a look.
And I also think that this is the wrong thing.
The idea is that TEXFONTS is a default for any kind of font. It's been
that way for years, and I don't want to change it without a truly
compelling reason.
You can use TFMFONTS to override for just TFM files.
(I invented TFMFONTS fairly recently, just for symmetry with PKFONTS etc.)
Whom would I have to convince to change this? T. Rokicki or
K. Berry?
Since I was the one who asked Tom to make dvips act that way, I guess
you have to convince me.
